The purpose of the Center for Legislative Energy and Environmental Research (CLEER) is to provide support for the Energy Council, bringing research and publications of energy policy issues to the Council’s attention and sponsoring forums and other opportunities for dialogue on energy and related environmental issues. CLEER’s support addresses energy and environmental questions and helps educate members of the Council with regard to state, national and global energy issues, in order that they may better serve their constituents.

It is an exciting time to be involved with the Center for Legislative Energy and Environmental Research (CLEER). As participation in The Energy Council® continues to grow, the CLEER Boards play an increasingly important role in providing valuable insight and expertise to legislators on energy and related environmental policy issues.
During Fiscal Year 2026-2027, The Energy Council® will convene three meetings focused on addressing local, national, and international energy and environmental challenges. The CLEER Program Advisory Board (PAB) will help shape these discussions by recommending expert speakers and emerging topics, ensuring that Council meetings provide legislators with informative and well-rounded agendas. PAB members will also have opportunities to sponsor discussions and special events during these conferences.
Members of the CLEER University Advisory Board (UAB) will contribute their expertise through educational seminars and presentations. Planned topics include Building Public Trust in Energy Infrastructure Projects, Energy Infrastructure Resiliency, and the Digital Transformation of the Energy Sector.
I am honored to serve as Chair of CLEER’s Board of Directors and look forward to a productive and informative year working alongside our members, partners, and The Energy Council®. Together, we will continue advancing meaningful dialogue and informed policymaking on the energy issues that shape our future.
