The purpose of the Center for Legislative Energy and Environmental Research (CLEER) is to provide support for the Energy Council, bringing research and publications of energy policy issues to the Council’s attention and sponsoring forums and other opportunities for dialogue on energy and related environmental issues. CLEER’s support addresses energy and environmental questions and helps educate members of the Council with regard to state, national and global energy issues, in order that they may better serve their constituents.

It’s an exciting time to be a part of the Center for Legislative Energy and Environmental Research (CLEER)! CLEER turned 35 last year! A growing number of entities participate in The Energy Council, and the CLEER Boards provide critical input to the Council’s legislators regarding energy and related environmental policy matters.
In fiscal year 2025-2026, the Energy Council will meet three times to consider local, national, and international concerns. The CLEER Program Advisory Board (PAB) will offer suggestions for speakers relating to these topics to ensure the Council offers its legislators robust agendas. PAB members will also have the opportunity to sponsor dialogues and events at these conferences.
Members of the CLEER University Advisory Board (UAB) will present seminars at the conferences, too. Experts will speak to us about Powering Growth, Technological Advancements, and University Partnerships Supporting Energy Development.
I am excited to Chair CLEER’s Board of Directors and look forward to an informative year with CLEER and The Energy Council!
