The purpose of the Center for Legislative Energy and Environmental Research (CLEER) is to provide support for the Energy Council, bringing research and publications of energy policy issues to the Council’s attention and sponsoring forums and other opportunities for dialogue on energy and related environmental issues. CLEER’s support addresses energy and environmental questions and helps educate members of the Council with regard to state, national and global energy issues, in order that they may better serve their constituents.

CLEER
The Center for Legislative Energy and Environmental Research (CLEER) is more crucial than ever as states and the energy industry face rising prices, evolving resources, and ever-changing legislative and regulatory burdens. Additionally, as the energy industry continues to develop new, cutting edge technologies, it is critical that we have a forum to discuss these advancements. The CLEER Boards provide critical input to The Energy Council regarding energy and related environmental policy matters, and CLEER functions bring important research and publications to the Council’s attention.
For fiscal year 2022-2023, the Energy Council will focus on issues relating to Advancements and Achievements, Hinderances and Hurdles, and National and International Concerns. The CLEER Program Advisory Board (PAB) will offer suggestions for speakers relating to these topics at three conferences in our member states and provinces and will also help fine-tune the topics for each conference, strengthening the Council’s agenda. PAB members will also have the opportunity to sponsor dialogues and events at these conferences.
Members of the CLEER University Advisory Board (UAB) will also present seminars at the conferences. Experts will speak to us about the Role of North American Hydrogen in Global Decarbonization; Revitalizing Energy Communities; and Fuel Sources for All Power Electronic Grids – all essential topics in today’s energy policy discussions.
I look forward to a productive, informative year with CLEER and The Energy Council to ensure that our energy sector remains strong.
